"Signal degradation caused by solar interference"

While waiting for a live person to tell me what was wrong with my service, I listened to a recorded message from TW that mentioned something about "Signal degradation caused by solar interference" It's this true?

Yes i noitce that the video Quality degraded to YouTube Quality + pixelated crap every few seconds

this is on a SDTV
btw

i all ready took back the HDTV due to the lack of HD channels

i was able to get a full refund (No restocking fee)
