You could try using the utility "Winsock XP Fix":

»www.snapfiles.com/get/winsockxpfix.html

Winsock XP Fix is no longer in development and may be outdated.

Create a System Restore Point beforehand.

Thanks but no luck did and still no ip address and real slow on icons and task bar. No internet access as well.
