HSPA uses a 2G GSM compatible core network. The HSPA compatible phones are 2G GSM backwards compatible but your probably right in that you will not be able to use older 2G GSM only phones on the Belus network like you will be able to on Rogers. Probably because of the W-CDMA air interface used.

Sounds like all the new phones coming out are HSPA compatible now a days so won't be an issue by 2010.
