The Attorney General is right in holding AT&T to state law on repair time for phones.

Obviously he never heard of maps or google maps service. Whether the cust svc center is in Ct or Mi, the workers at the svc center don't go out in the field anyway and never see the field workers in person. They can direct svc as easily from Mi as they can from Ct.
In case you are unfamiliar with AT&T working practices; AT&T will not invest to supply their employees with internet services such as google maps or anything extra to assist with their job performance or helping the customer. Archaic and inferior equipment constantly breaks down and they will not replace or upgrade it continuously focusing on the bottom line.
And as an added bonus; they do have personal contact with the technicians, since they are in that same state and often visit the local premises to solve problems.
Blumenthal's stance is legitimate: AT&T has to responsibly handle their local paying customers. This applies to every state where they're not meeting their requirements.
Do you also think someone handling the calls from outside the country would provide good service as well? Because that is what they'll do if it's cost effective for them.
