Well, technically, they aren't ALWAYS the lowest speeds. I'm not sure if ALL cable carriers have at least 10/1.5Mbps packages.

What they are is the most inconsistent service from an availability standpoint.

I have been receiving the $90/month bundle package (VoIP, Uverse 100 TV, 3Mbps/1Mbps Internet).
I also received the $89.99/month bundle package from TWC (VoIP, Digital package, 6Mbps/512kbps).

Part of the issue is...AT&T doesn't offer Uverse VoIP in the Los Angeles area.. yet they are still promoting packages that require it Bait and switch packaging of AT&T is what ticks me off.
