Valencia, CA | Yup - Here in the Santa Clarita area, there aren't many homes below $400k and there are 2 Wal-Marts + 1 WalMart SuperCenter, and plenty of VRAD's. Porter Ranch, CA (the place that's burning today) has a nice big WalMart as well, and many homes are near the million mark.

It is a matter of demographics and statistics. I have here in front of me articles that prove that +80% of walmart's customers are low income. You can google a bit to get the idea.
