Looks like Bell put you on a 6meg connection. Now as for the upload, you also need to take into effect the ~18% overhead that PPPoE causes. That would put the maximum at ~82KB(kilobytes/sec) also take into effect everyhing interal, process speed/minor loss between PC and modem and/or router and between 70-80KB/s is approximately where you should be. There is no 100% way to be exactly the same speed every single time you upload a file.
