this sounds great...

but i don't have my hopes up with the kind of idiots/bought-out/clueless/etc. politicians deciding how to use the money to improve the broadband infrastructure. i'd figure out a partial reimbursement scheme for any company deploying new (as opposed to upgrading existing) fiber network that: speeds up the end user's connection, and gets the distance from the end computer to the nearest fiber node by wire distance decrease (so FTTH would get a bigger reimbursement than a FTTN deployment). in theory, it shouldn't result in money seemingly disappearing away into a company(s) bank while nothing gets done. with reimbursement, if nothing gets done, minimal to no money is 'lost'.
