Can Velcom influence neighborhood line upgrades? -

alexs25 @98.124.156.x	Can Velcom influence neighborhood line upgrades? I have "high speed" service even when I was with Bell but apparently my lines can only support 1.4-2 speed. This is in Scarborough to, you would think lines would be upgraded by now...the CO is less then a km or less then half a km away to... Can isp's actually help to push Bell into upgrading? Or are we stuck until "Bell feels like it"?

Quake110 Premium join:2003-12-20 Ottawa, ON	Unfortunately, I think we're stuck with "Until Bell feels like it". My friend is using ncf.ca and living in downtown Ottawa. His attenuation is 63 db and he can't do anything about it.
