To protect themselves against lawsuits, court injunctions, and government policies and regulations, ISPs are employing DPI to prevent illegal distribution of copyrighted materials by their subscribers."

In the 1960's, hollywood bowed to the FCC by showing only "wholesome" tv shows because of a perceived threat against the broadcast licenses. This may also be in play.
While NOBODY wants kiddie porn on the net, this is a clear attempt by the MPAA/RIAA to inflict policy via our legislatures.
