It may (Not sure) be connected with a backhaul outage out of the VA PoP.
I stress may, as I don't have any info on the VoIP side of Covad's network. However the backhaul outage was reported at 9:41am EDT
EDIT: most recent update: Problem isolated to ATM card failure. Field tech is onsite and working with NOC/Engineering to restore. No ETR Available -- Lightning Bolt Technologies
