Post your line stats. If you are using the 2wire modem, your line stats are available here: »192.168.2.1/xslt?PAGE=J45
This will tell you what speed you're capped at, what your line can support, etc.
Find these values and post them here:

twdsm.attenuation_ds
twdsm.attenuation_us
twdsm.margin_ds
twdsm.margin_us

twld.ds_capped_rate

At 120KB/sec, he was never on a 2mbps profile (i dont even know if Bell actually has one, I never seen evidence of it, or do they just slap on 2496 one).

120KB/sec is 1184 profile.

120KB/sec is 1184 profile.
I'm on 17xx/384. That's perhaps the one he is on?

Though I doubt that because of the 32ms ping.
