jumper from the positive battery terminal to the starter.
if it cranks over good.
if not give the starter a tap with hammer it maybe stuck.

The safety interlocks can be jumpered with a alligator test lead.(if its clicking i wouldn't worry about the interlocks yet)

If it goes then its off to circuit diagnose eg solenoid etc.

I have had similar experiences with my riding mower. My problem was that the safety kill switch under the seat (the one that is supposed to stop the mower when you fall off) was all gunked up with dirt. It was not making the electrical connection because of the dirt.

So maybe check that.

Check other "safety" devices on the mower to make sure they are clean and make good contact. Typically there is the "seat safety" switch and a brake safety switch. Both would have to have good contact in order to start the mower (at least on my John Deer).

Other things to check -- although based on what you described, the engine would still be turning over if these were the problems, but you never know:
•Is there old gas in the mower? Maybe it needs to be replaced.
•Is the sparkplug fouled? Maybe it needs to be replaced.
•Is the started mechanism gunked up with dirt/debris? Clean it up and spray some DW-40 on the springs.

Mt Sears riding mower wont start...when I turn key it gives a series iof clicks but wont turn over....I even got a new battery and it clicks but wont start.....
