At 120KB/sec, he was never on a 2mbps profile (i dont even know if Bell actually has one, I never seen evidence of it, or do they just slap on 2496 one).

I'm on 17xx/384. That's perhaps the one he is on?
Though I doubt that because of the 32ms ping.

It's UP TO 7mbps. You pay them for the 7mbps but you actually get seemingly 1 mbit.
