Given my knowledge of "nuclear impacts", it definitely will not work immediately after said impact, nor is it likely to work at anytime after impact. Can anyone say EMP (Electro magnetic pulse)?

Hmmm, I think if you are near the site of a nuclear impact, EMP is the least of your problems.
