 Inconsistant connectivity not sure why?

I have been loosing connectivity and not sure why? I do not know if it is physical connectivity or data flow. Any ideas on how to check the issue. I am using a static ip with a speedstream 5400 modem. ATT tech says line is good, I have checked the netscreen firewall and so far no answers.
