And a 3rd party hack isn't good enough. If an ISP is imposing a cap, they should provide a way to monitor it.
You wouldn't pull up to a gas station, fill your car and then ask the price, would you?

Hopefully just like your gas station analogy there will be some independent auditing to ensure the meeting is uniform/valid.
