This encryption cracking would have to be done on the fly for it to be of any use. By the time you crack it the data transfer may have already completed.
Of course, you could store the packets for later analysis, but that is not reasonable either.
In other words to filter/flag all pirated content going over an ISP's network would take amounts of processing power far beyond anything that is practical.
Yes, your video card might break some encryptions in a few seconds with it's processing power. But now throw at it all the data flowing over an ISP's pipes and watch even 1000 video cards crumble under the workload.
