"Femtocells essentially create a micro cell tower in your home that improves wireless coverage and allows you to make calls over your broadband connection"

Um so if I'm using my broadband connection is that going to count against my minutes and if so why?

The way Sprint does it today (and I'm not say VZ will do the same) is:

Femtocell (Sprint calls them Airaves): $99 one time cost
Monthly fee per Airave just to use it: $4.99/mo
Optional:
Unlimited Minutes while on the Airave for one phone: $10/mo
Unlimited Minutes for all phones on a shared account: $20/mo

Many Sprint customers get the $99 and $4.99/mo waived.
Most are charged the optional unlimited charge if they choose to add that to their accounts.
