The "dry" DSL is available in all speeds 1.5MB and above (3MB-10MB Copper ADSL2+ and 15MB Fiber).

From what I've seen, it looks like that is the probable direction, but I cannot give any definitive answer to your question. Many areas have been switched to pure fiber in the south and just about all new developments are fiber.
