I charge by the GB, about $1.2 per Gig (NZD) and the user can pick their own cap or have it unlimited. Once they go over their selected cap, it then restricts the BW down. I am busy setting up Mikrotik and Radius to automate the billing.

not familiar with NetEQ but i know mikrotik can do this fairly easily, as well as you QoS rules.
