Frankly I doubt that very many Basic users would be power users downloading more than +20 GB. I guess they should sign up for cable if they have to have that much usage.
What if cable is unreliable or unavailable in your area? Lots of power users are more interested in consistent, dependable performance, even if they can't get big bandwidth.
AT&T really ought to figure out what they're going to do for customers that are willing to pay a higher fee to get more bandwidth but don't necessarily qualify for higher speeds. Someone can always buy a second line of dry Basic DSL for $20/mo and use a dual WAN router. That would give them 20 more GB of bandwidth and double their gross (aggregate) throughput.
