On February 17, 2009 all full-power broadcast television stations in the United States will stop broadcasting on analog airwaves and begin broadcasting only in digital. Digital broadcasting will allow stations to offer improved picture and sound quality and additional channels.

Cable companies will still be sending their signal to the consumer as always. So if you get your TV through a cable operator you do not need a digital TV or converter. You will only need the converter if you get your TV across the air.

If Comcast told the neighbor that they had to upgrade to digital cable service because of the national digital transition, they lied. The national digital transition affects Over The Air (OTA) aka signals that require an antenna. MSOs are unaffected by the national switch over.

The only exception to this is if the cable company is doing like what Verizon has done in some (all?) markets and switched over to a 100% digital infrastructure. I'd bet that it's not the case in this situation.
