Because Clearwire isn't a cellular provider? LTE is a cellular data technology that can not only be used by laptops, but cell phones.

In my case, I have a Blackberry with a data plan, which I tether to my laptop when traveling or desktop when my home internet connection goes down. Also, Clearwire only provides service in 16 states. My cell phone works in all 50, Canada, Mexico, Puerto Rico, and several overseas countries.

LTE vs. WiMax is apples to oranges.
Well there are already Wimax cellphones, and theoretically as a 4G service it should be no different than any other 'cellular' service. Sprint is supposedly replacing their EVDO network with Wimax, so if you are in a Sprint (Xohm) service area in the future (assuming of course they actually deploy) any device will be able to use it.
