 dsl speed issues - new zealand

hey guys nice forum here, anyway i just moved to new zealand and have a very weird speed issue with my dsl.

my setup is a dsl line connected to a modem/router i bought it here its called a dse xh9950 and i belive is a rebranded linksys. we have two laptops here both with the same issues.

the problem is i get crazy slow speeds while browsing, like max i can download at is usually around 20KB, it has once gone to 220KB but only once. the weird issue is if i do a speedtest i get normally around 5mbps sometimes lower at peak hours. so how can a speedtest seem to be okay but my connection be so lagged.

ive talked to the isp and the manufacturer of the router and they have no clue whats up.

things i have tried

-updated laptop wifi drivers
-tried wireless and wired
-reset modem
-different wireless channels/no encryption
-exchanged modem (same results with both units)

im really lost here ive been trying for 2 weeks to fix the issue with no luck. any help is greatly appreciated
