Is the water coming out of the problem overflow tube the same, or much less, than the other toilet you compare flows with?

Carrollton, TX		 If I disconnect filler valve tube going to overflow tube then there is fountain going directly into a tank from filler valve and very tiny amount going out through pipe destined to overflow tube.
