i want to bring some high speed symmetrical connections into the building and offer to tenants..

I think your best bet is your local cable company whoever that is (charter,time warner, cox?). They normally have the best price per mb for internet and p2p circuits. Ive gotten a 15/15mb fiber circuit for $750 before.

Do you have a datacenter in mind? Your idea would also work, but you would be paying someone (Att or cable company) for a p2p circuit to a data center, then pay the data center for transit/bandwidth on top of that, so the cost may be a little higher.

You can go direct with att, but the loop cost alone on a ds3 can be around ~$2000.

You could also check into clecs in your area (not sure if xo is there, or whoever else). Ive gotten a quote for a full 45mb ds3 with internet for $1945.
