Acquisitions are done with specific strategic targets in mind. This one was so that A&T can keep pace with Verizon Wireless in numbers of customers.
Any decision on caps was made for reasons concerning the upcoming flood of video clogging up their DSL infrastructure and obtaining enough money to expand that infrastructure.

Any decision on caps was made for reasons concerning the upcoming flood of (competition video services) clogging up their (future profit expectations), DSL infrastructure (being obsoleted and requiring upgrades to keep pace with said competition) and obtaining enough money to expand (stock price and executive compensation).
