Running torrents kill internet?

This is a weird issue that I haven't experienced until just recently. We switched to Atlantic Broadband about a month ago thanks to our old ISP being absolutely horrible, and until just last week we hadn't had a single issue.

Then, one night last week, the connection dropped for just about five minutes. However, when it came back on, torrents now fail almost completely.

Before, they would start slow, but eventually get up to around 350-500k/s if they ran long enough. Now, they're lucky to get over 15k/s, and no matter how fast the torrent is running the internet itself is utterly useless during that time.

Webpages constantly fail to load, World of Warcraft can't connect, IRC servers already connected stay connected, but it's impossible to connect to any new ones.

I know ABB supposedly throttles torrents, but this seems a bit ridiculous. Does anyone know why this might suddenly be happening?
