I noticed over the last few days that my download
speed has been capped? at 5.5 (6.0 package)..For the last 2 years it has been a steady 6.1 ....so the difference, while not that much, was noticable right away..
That's not capping at all. Capping is an invisible limit like you going over your cellphone limits, you can still go over, but you get charged, nothing changes with your service.

Now where is the "they are capping my torrents and NZB newgroups post"?

Well, it WAS on newsgroups that I noticed it..for years 6.0-6.2.....then suddenly recently steady 5.4-5.5.....But its all good, thats not big enough difference to sweat over..:)
