I think you'll be disappointed if any network neutrality legislation is proposed. On a network level, technically, I agree with you. But on a business principles level, when a broadband provider slaps on a 5 GB cap but is in the IP TV business itself, then the effect is the same.

North Andover, MA | That's the distinction. If the cable programming counted towards your cap then it would be fine. (In that it wouldn't be partial) Otherwise caps really are just limiting non-revenue generating content over revenue generating content. Which is the crux. |
