After several call backs, complete with a dog and pony show, to prove that my local DSL loop & HW was NOT the problem.
At PTR+5 hours SE finally admitted that there was a ATM network outage in my area. 
ATM Connectivity issues on my link appear to have been RESOLVED around 3am EST (PTR+13 hours.) 
A couple of things. The tools SE support reps are currently using can't detect these types of problems. (Bursty packet loss or misc data transmitting errors )
SE's tool to measures ATM traffic is based on a hourly average, soo it's kinda like pulling teeth to get them acknowledge these types of problems or getting them to repair it.
Note: Impairments on ATM circuit have a tendency to fake out this type of average link stat I.E. Inhibits sustained TCP/IP traffic, making ATM stats appear to be average or below normal.
