Might find something in Mt. Adams.. There is a parking garage there and Mt. Adams is actually above the city, but I don't know if there is a view from the garage. There are good views across the river as well, although not via a parking deck. There are roads along the river in Covington, and there's actually a park on a hill called Devou park. I may actually have taken a picture of my car up there with the city in the background... been awhile.
