You can load a variety of deskbars into Win98, but nothing related to them will ever show in the deskbar options tab. When MS says it was never implemented, they mean the necessary code never went into Win98 to connect the deskbar options tab functionally with any installed deskbars - they simply coded a way to bring up the basic deskbar tab view, but never finished the real interfacing job. So the deskbar options tab is only cosmetic - which is why the function buttons are all greyed-out. It's like a mannequin... all appearance, but nothing alive inside.

The DeskBar Options tab was intended for use with a feature that was never implemented. The DeskBar Options tab is not functional. All the taskbar and Start menu property settings are available without pressing CTRL.
So, just think of it as another Win98 "easter-egg"...
