When MS says it was never implemented, they mean the necessary code never went into Win98 to connect the deskbar options tab functionally with any installed deskbars - they simply coded a way to bring up the basic deskbar tab view, but never finished the real interfacing job. So the deskbar options tab is only cosmetic - which is why the function buttons are all greyed-out. It's like a mannequin... all appearance, but nothing alive inside.
