Why is it that Bell can offer blocks of 30-gigs (total 90-gigs) for free to their customers as "incentive" to stay, yet apply to make the wholesalers not be able to do this?
...
so if one wishes to cancel and switch to another provider, bell will offer an extra 30GB? would it matter which provider one switches to?
