are you using the filters supplied by at&t? If so, those are meant for a single line and do not have the ability to filter anything on the outer pair (line 2) of a jack that is wired for 2 lines. You will have to get a 2 line filter at the nearest electronic store.

I am usint the same filters I have used for 8 years on two line phones

You may have a filter that has gone bad.
