 Belarus Broadband?

My girlfriend is from Belarus, and her parents still reside there. They have an old PC and internet. We have successfully had a video conference in Skype, but the quality was poor.

I want to surprise her parents for Christmas, and get them a Mac, so we can use iChat AV, and have a higher quality video conference.

What I need to know are the basics about Belarus broadband.

1) What is the average upload speed in Belarus?

2) What is the average download speed in Belarus?

3) Does the government block any ports that would interfere with iChat AV?

4) What is the pricing structure for internet there? Is it unlimited? I don't want to run their bill up.
