i think ISPs will be hard to get to police their networks, because as we have seen it just isnt possible on ISP scale. however a school network is just like an office network and can have stricter policy then an ISP.

infact i think ISPs should never have to police for piracy, policing is the job of well the police. EZ-Pass permits access to the turnpike but its still the job of the cops to investigate crimes committed on it.
