This could be the beginning of the end. Bell will lose their indirect customer (through wholesale competitors) to local competitors (if existent) or cable companies.

Small ISP will have to start local alternative at the size they can financially support. On the short run it could mean that a lot of user will be stuck with a no-flavor internet service. On the long run, if done well, it could mean more competitions and better services for consumers.

Bell might enforce caps like we see in the wholesale cable industry (TPIA).
