Everytime I start a section after the safe house the game reverts to Expert mode even though we're just playing on normal mode. So we end up taking a vote to return to normal.

reply to Stewy It's the server you are playing on. servers have different settings, some have mods as well, if you open the server browser and go to the history tab, and sort by last played the top one should be the server you are currently on and usually says what settings the server is. to open server browser open console and type openserverbrowser.
