At 48 degrees, your heat pump should be able to pump out quite nice warm air - at least 5-7 degrees above ambient - so I would suggest calling your favourite HVAC tech and have them come check your system - could be stuck valves and you really are "A/C" instead of "Heat" even though you think you're on "Heat".
