Karl needs to take math class

The completion of the network will be gratly aided by a $2 billion investment Comcast ($1.05 billion), Intel ($1 billion), Time Warner Cable ($550 million), Google ($500 million), and Bright House Networks ($100 million.)

1.05 billion + 1 billion + 550 million + 500 million + 100 million = over 3 billion not 2 billion. 3.2 billion to be exact.
