Let me ask you, why should your data go faster then mine...?
Quite simply: because not all applications are affected by latency in the same way. Latency due to congestion makes real-time applications like RDP, VoIP, or online gaming completely unusable. Injecting latency into a file transfer simply slows it down -- it doesn't break anything, it just takes longer to get your data.

Broken apps are a bigger deal than slow apps.
