Last week I filed a complaint with the California Attorney General about the fraudulent low speeds/low Quality Of Service that TimeWarner is delivering from 4 PM to 1 AM every night. I received the above shown letter that says among other things "The attorney General's staff invites complaint of consumer abuse, deceptive business practices and outright fraud in order to pinpoint data for the purpose of sponsoring new laws or requesting changes in the current law for the benefit and protection of the general public."
If you live in Southern California and you are upset about getting only a fraction of the speeds and the QoS you are paying for, go the the California Attorney Web site at »ag.ca.gov/contact/complaint_form···cmplt=CL, and file a complaint. The more complaints they receive, the faster they will act.
Here is the text of my complaint if you want to use it:
Although Internet Service Providers (ISPs) have escaped being regulated by local and state government, I believe that they should be forced by the authorities to deliver their services as advertised. I signed for Internet service with Comcast, which transferred my account to TimeWarner cable/Road Runner. As publicized in the Los Angeles Times, the transfer to TimeWarner cable/Road Runner was a disaster as their service is inferior to the standards they advertised and charge customers for.
For several months now, TimeWarner cable/Road Runner has been ripping off its customers with inferior Quality of Service and lower speed than advertised, especially between the hours of 4 P.M. to 1 A.M. This is been documented by many of its customers in Broadband Reports web site: »What the heck is going on in SoCal?. I have also document my own experience with this service provider.
I urge your office to take action on behalf of the public of California against TimeWarner cable/Road Runner to force them to restore the Quality of Service and connection speeds according to their advertised rates. I’ll be glad to provide any supporting information about the low speeds and low Quality of Service.
