When running a speed test, they will 99% of the time show up as KiloBITS per second. When you download a file such as using a web browser or download manager, 99.9% of the time the speed will be shown in KiloBYTES per second. At the 1.5Mbps speed, your KiloBYTES per second (KB/s) should come around 180 KB/s at best. A speed test site such as www.speedtest.net or this site's speed test tool should show close to or at/above 1500 Kilobits (kbps) in the speed, just like the Verizon website, however they show the speeds in Megabits rather than Megabytes.

If you want, you can visit www.speedtest.net and post up a speed test for us to see. As the person above stated, you're probably confusing bits to bytes. To see if you're getting full speed, download a file for a few minutes, and then multiply the speed (such as 178KB/s) by 8 and that will give you your line speed. My math shows 1424kbps for download speed which is right in the range you should be at.
