Something very strange is happening.

I am getting speeds very close to 8 MBS and my upload speeds are about 1.8 MBS since they have put me in the 20 MBS tier.

It doesn't appear it's working correctly. The speeds were with the modem directly connected to my network card and no routers/firewalls/or other boot up programs running.

Tech support said they show me at 20 MBS per second on their end and it took them almost 35 minutes before they sent me to a senior level tech, which, I was not able to stay on because of work.

Way back in the day when I had a smiliar problem it was because Comcast had filters on the lines, do some old Bright House lines contain filters?

This was road runner tech support I was speaking with too.

I tend to thing you have some low levels on the downstream path at the RR frequency since your upstream is getting the correct speed for 20/2. Especially if you are in a complex on the other side of the building far away from the connection box. A technical support person should be able to see the signal levels going to your modem from the office with DOCSIS tools without even sending another tech. If you were in CFL I could do this for you but oh well.. Also, It's possible it could be a registry setting but well save that for last. That's my 2 cents worth.

I used the speedtest.tampabay.rr.com and speedtest.net and dslreports.com tools -> speed tests to get the results.

I got 2 more things to rule out (I wouldn't put it past myself if my motherboard is slowly dying or if my network card is about to die.)

I am going to hardwire a laptop I have to speed test, and also try a live linux cd (that way I can rule out windows registry settings)

I'll also call back and see if I can get to ABS to DOCSIS test instead of road runner, most the road runner people seem to sound far away and never understand me.

Trying another PC just for kicks could save you some future headaches.. By the way, did those RR people have a heavy accent?

The rr people had a really bad accent. Heres the funniest part of it, I called them early this morning around 6:30 am..when I called them back today at 5:00 pm the guy on the phone kept insisting to me that I had spoken with them yesterday. He kept over correcting me and saying "no no sir, you spoke to us yesterday"

It looks like the modem configuration file is hosed. Like they didn't upgrade your BW Down when they supposedly changed you to the higher speed. They need to check this.

Got through to senior level tech support after road runner ruled out software configuration (pure geniuses at road runner), DOCSIS test they said shows all 0's except for high ping rates. They still find noise in the line and problems with my signal levels. They confirmed the config file is correct and they can see I am not reaching maximum download speeds.

They are suggesting 2 solutions:

A new drop or a dedicated line to the box and the modem. They said its up to the lead tech to go through with either, but the rep was really frustrated for me. He said if you are at 20 mbs theres no excuse why your only getting basic speeds. he emailed the lead tech like 3 times and told him dont waste any time by sending PC techs out because I knew my hardware and ipconfig really well.

So I am hoping for some results. He scheduled a new tech call for monday and told my lead tech he needs to send someone capable of a proper install from the main box.

Before they go through all the line installing mess, ask the tech to run a test line above ground from the box outside strait to your modem. And have your computer connected strait to the modem (no routers) and then run your speed test. If the problem still exists then have him connect his laptop and run a speed test. Because the levels you gave me were right on target. I don't see what a new line is going to do but waste your time. They need to quit black boxing everything and fix the problem.

My whole problem was first (the box) which was fixed twice, then the splitters, then windows default receive settings. With all these adjustments and fixes I am now getting over the 20 mbps mark.

Thank you cableveteran, and a big thanks going out to bright house for really going out of their way with the services they provided.

My problems brought it to the attention to bright house that their main box was a significant problem and by me complaining I was able to get bright house to fix the whole part of this complex and I wouldn't have been so persistent if it wasn't for the knowledgeable people on this forum with cable.

A big thanks to cable veteran and beachie.

I'm kinda stuck in the same boat when I upgraded to turbo couple of days ago. The upload definitely improved and I can almost max up 2mbit, but I should have 15mbit download and I only have around 9500 and can never see speedboost work.

Here's the status of my modem and sorry for the thread hijack but it kinda seems like I have the same problem. However I am running Vista and not XP.

Your signals look great. cafonez21 had the same exact problem. Upload speed right on the money. Download speed not good. He had to make some adjustment to his RWIN and MTU. He used a free program called "TCP Optimizer". USE EXTREME CAUTION tweeking the registry and always make a backup.
