[Internet] Best possible rate

DSL has finally become available where my parents live. This is after getting the "it will be available in the next 6 months" story for the past 3 years. My parents have been bell dial-up customers virtually from day 1 of dial-up in their area. They stuck it out on dial-up while there were wifi options available as they thought that DSL would be there soon as they had been told by the people at Bell. I am wondering what would be the best rate per month everything included (install and modem etc) for the Internet Performance (7Mbps) that she could expect to get. Currently I am getting $35/month plus a fee to Harper and McGuinty for that same service.(I am not on a bundle)
