Don't forget the fact that they are spending time and money to remove it from the homes as they install fiber (possibly to avoid "some secondary provider")

I agree that could be a motivation, but the other that comes to mind is no longer having to support an aging infrastructure.

They are noit removing the copper outside plant, only removing the copper drop and only buy cutting it at the nid. The copper drop can be easily reinstalled if needed.
