I doubt it is done out of hatred for the customer. How about it simply being about greed and just plain being cheap?
Verizon is out to make money and they certainly know that maintaining POTS is expensive if you just factor in the price of copper let alone time and manpower needed to repair or replace old POTS lines and equipemnt.
